Kazakhstan Plans to Automate 40% of Public Services with Artificial Intelligence by 2029

By 2029, Kazakhstan aims to transform at least 40% of all public administrative services through artificial intelligence and intelligent automation. The targeted overhaul is projected to reduce the average processing time for government services and social benefit disbursements by at least 50%. These strategic benchmarks have been incorporated into the nationwide Action Plan for the National AI Development Concept.

The strategic shift signals an evolution from standard digitization toward proactive, automated service delivery. Rather than requiring citizens and entrepreneurs to manually collect documents, file paper applications, and navigate disjointed agency portals, the state system will increasingly anticipate citizen life events and trigger eligibility assessments automatically.

Core Objectives for 2029

Under the national roadmap, state agencies and digital operators must achieve several interrelated performance targets within three years:

  • Integrate artificial intelligence capabilities and algorithmic automation into at least 40% of all public administrative services;
  • Cut the end-to-end turnaround time for delivering public services and processing social welfare claims by 50%;
  • Increase the share of proactively rendered public services to 80% across core social and civil registries;
  • Expand the adoption of the Digital Family Card across state welfare, healthcare, and educational interventions.

The Shift to Proactive Public Administration

In traditional e-government models (such as eGov.kz), citizens submit digital forms after a life event has occurred — such as the birth of a child, vehicle acquisition, or unemployment registration. Each service requires individual authentication, form completion, and agency review.

Proactive AI governance inverts this logic. By linking sovereign databases (civil registry, tax records, healthcare databases, and social insurance registers), algorithmic systems automatically detect eligible status changes and push notification prompts directly to citizen smartphones: “A child benefit entitlement has been calculated for you. Reply ‘1’ to confirm disbursement to your designated bank account.”

Target Sectors: Healthcare, Education, and Business Permitting

The automation initiative prioritizes high-volume bureaucratic touchpoints:

  • Social Welfare & Pensions: Automated calculation of targeted social assistance, disability benefits, and maternity payments without human caseworker bottlenecks;
  • Healthcare Diagnostics: Integration of AI triage systems across regional clinics, including automated screening of lung CT scans, mammography, and diabetic retinopathy;
  • Commercial Licensing & Permitting: Streamlining land registry zoning checks, environmental approvals, and tax registration for SMEs;
  • Judicial and Legal Registries: Automated processing of undisputed debt claims, registration of encumbrances, and apostille verification.

Infrastructure, Supercomputing, and Legal Guardrails

To execute this transformation, the Ministry of Digital Development is constructing a National Artificial Intelligence Center in Astana, supported by a dedicated sovereign computing cluster designed to host localized neural networks and process state datasets securely within sovereign borders.

Simultaneously, parliament is drafting legislative standards governing algorithmic accountability and transparency. State AI services must prevent algorithmic bias, provide audit trails for automated administrative decisions, and guarantee citizens the right to request human caseworker intervention if an automated welfare decision is disputed.
