Kazakhstan Becomes Second Market for Firebird AI: Building 125 MW Computing Infrastructure in Ekibastuz

Казахстан стал вторым рынком Firebird AI: в Экибастузе строят AI-инфраструктуру на 125 МВт

American sovereign AI infrastructure developer Firebird AI has officially designated Kazakhstan as its second global deployment destination following its initial installation in Armenia. In Ekibastuz, Pavlodar Region, Firebird is partnering with national telecom operator Kazakhtelecom to construct a 125-megawatt (MW) high-performance computing campus within the Data Center Valley special economic zone. The bilateral initiative has secured formal regulatory export clearance from the United States Government.

Zhaslan Madiyev, Kazakhstan’s Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, participated in the inaugural ribbon-cutting of Firebird’s Phase 1 AI campus in Hrazdan, Armenia. For domestic compliance requirements on data localization, explore our guide on Kazakhstan’s Personal Data Law and domestic server localization.

The international ceremony was attended by Armenian Prime Minister Nikol Pashinyan, NVIDIA Vice President Rev Lebaredian, American diplomatic delegations, and institutional venture partners. NVIDIA Founder and Chief Executive Officer Jensen Huang addressed the summit via direct videoconference, explicitly highlighting Kazakhstan’s expanding sovereign computing ambitions.

Replicating Armenia’s Blueprint in Ekibastuz

For Kazakhstan, the Armenian commissioning provided tangible proof of concept: Firebird is replicating an identical high-density modular architecture in Ekibastuz. The facility is engineered to house tens of thousands of cutting-edge NVIDIA Hopper and Blackwell graphics processing units (GPUs) optimized for large language model pre-training and real-time inferencing.

The Ekibastuz project forms a cornerstone of broader multi-billion-dollar framework memorandums executed between the Kazakhstani government, international infrastructure consortia, and semiconductor partners. For an investigative audit separating memorandum commitments from deployed capital, read our analysis on Yelnar Salpekov, Firebird, and the $10B Ekibastuz computing agreements.

Why Ekibastuz: Baseload Power and Cryogenic Air Cooling

Locating mega-watt-scale compute clusters in Ekibastuz is driven by thermodynamic and electrical engineering realities:

  • Abundant Baseload Power: Direct proximity to the Ekibastuz GRES-1 and GRES-2 power stations provides massive, unthrottled electrical capacity without putting stress on regional consumer grids.
  • Continental Cooling Economics: Long, sub-zero Central Asian winters drastically reduce Power Usage Effectiveness (PUE) ratios by enabling free-air economizer cooling for high-density server racks.
  • Industrial Land Scale: The Data Center Valley encompasses over 1,400 hectares of zoned industrial real estate with existing high-voltage transmission lines.

Reserving Domestic Sovereign Compute Capacity

Under the operational framework negotiated by the Ministry of Digital Development, up to 10% of total computing capacity will be earmarked specifically for domestic Kazakhstani research institutions, universities, and technology startups, accessible through subsidized sovereign compute credits.

At 125 megawatts, the Ekibastuz installation will surpass the physical capacity of the current 6 MW state data center in Astana by more than twenty times. By anchoring global compute builders on domestic soil, Kazakhstan transitions from theoretical AI policy discussions into the ownership of sovereign physical compute infrastructure.
