From November 27, individuals using Halyk SuperApp will pay more to transfer money from a Halyk bank card to other banks in Kazakhstan via Open API using a phone number. The fee will rise from 200 to 250 tenge per transaction — an increase of 50 tenge, or 25% (digitalbusiness.kz). The bank attributed the changes to market conditions and the need to maintain high standards of service and reliability. November will also see the close of a public consultation on increases to two types of social benefits, while Air Astana has scheduled its first flight to Tokyo.
Which Halyk SuperApp transfers will cost more
The new rate applies to Open API transfers made by individuals in Halyk SuperApp. Money is sent from a Halyk Bank of Kazakhstan card to another bank in the country using a phone number.
A fee is charged for each of these transfers. It currently stands at 200 tenge, but from November 27 the bank will charge 250 tenge. The 25% increase applies to the fee itself.

How many days off will there be in November
Kazakhstan has no additional days off for public holidays in November. People who have Saturdays and Sundays off will have nine days off and 21 working days.
This means November’s calendar includes only the usual weekends. There will be no additional public holiday days off in the last month of autumn.
When social benefits could rise
Increases to disability and survivor benefits are planned for January 1, 2027. The draft resolution was prepared by the Ministry of Labour and Social Protection of the Population.
The document has been published on the Open Legal Acts portal. Public consultation will run until November 2. This is the deadline for discussing the draft; the proposed increase in benefits is scheduled for next year.
When the new carriages will enter service
In November, 85 new CHARME passenger carriages are expected to enter service. They were assembled at the Stadler Kazakhstan plant in Astana using Swiss technology. The carriages have already been transferred to KTZ’s balance sheet.
They are currently undergoing tests, with specialists checking the brakes and other systems. The operator determines when commercial service begins, so November remains the expected start date.
When the first flight from Almaty to Tokyo is scheduled
Air Astana said the first flight from Almaty will depart on November 30, with the return flight on December 1. Flights to Tokyo Narita International Airport are scheduled twice a week, on Mondays and Thursdays.
The flight from Almaty to Tokyo will take 7 hours and 30 minutes. The return flight will take 9 hours and 25 minutes. The first departure and return fall in different months: late November and early December.
In plain English
For everyday spending, the main change is the fee for this type of transfer in Halyk SuperApp: from November 27, it will be 250 tenge. If you use this method to send money, check the fee in the app before confirming.
For social benefits, the next date to note is November 2, when consultation on the draft closes. The increase itself is currently planned for January 1, 2027.
