Freedom Holding Corp. says it plans to invest over 112 billion tenge through its subsidiary Freedom Lab in Kazakhstan’s Intelligent Road Monitoring System, known as ISKAD, Kursiv reports. The company plans to expand the network of automatic measuring stations from 85 to 220.

Agreement with the Ministry of Transport

The Ministry of Transport and Freedom Lab signed an investment agreement for ISKAD at the ninth Kazakhstan Global Investment Roundtable (KGIR) in Shymkent.

How the system would work

According to Freedom’s announcement, the project includes upgrading 85 existing stations and installing 135 more. Stations would measure truck weight, dimensions and axle loads, with data sent through secure channels to a shared platform for verification, storage, analysis and transfer to government information systems.

The company says an ISKAD Situation Centre would monitor equipment and the quality of evidence relating to violations. Decisions on violations and penalties would remain with state authorities.

Company forecasts

Freedom Lab CEO Chingiz Kulakhmetov estimates that the system would cover around 80% of freight traffic and generate an economic benefit to the state of about 1 trillion tenge by reducing road damage. These are company forecasts.
