Kazakhstani employers can establish state-subsidized workplaces and hire job seekers registered with local Career Centers. Employee salaries under these initiatives are funded either partially or in full by the government through regional Labor Mobility Centers.
This is not a retroactive compensation scheme for workers already hired on staff. Employers must first submit a formal digital application, negotiate terms, and sign an agreement with the Labor Mobility Center before hiring an eligible registered candidate for the approved subsidized role.
Eligibility Requirements for Participating Employers
According to Enbek.kz regulatory standards, baseline employer eligibility criteria require that the business has been legally operational for at least one year and carries zero outstanding tax arrears or mandatory social contribution liabilities. The exact allocation of subsidized positions and funding availability depend on the approval of regional Labor Mobility Centers and territorial quota budgets.
• The enterprise must be prepared to execute formal employment contracts and disburse its co-funding salary share if required by the chosen program track;
• The advertised vacancy must match an unemployed citizen officially registered with a regional Career Center;
• The employer commits to monthly digital submission of timesheets, payroll logs, and actual employment verification data.
Available Subsidized Employment Tracks
Public Works (Общественные работы)
Temporary, socially useful employment designed for up to 12 months. The wage is established at no less than 24 Monthly Calculation Indices (MCI / МРП) and is 100% financed by the state through the Labor Mobility Center. These positions generally do not require extensive specialized professional credentials.
Social Workplaces (Социальные рабочие места)
The employer establishes the base salary. The state subsidizes 35% of the wage, while the employer covers the remaining 65%. The subsidized state portion is capped at a maximum of 24 MCI per employee per month. Maximum subsidized participation duration is up to 12 months.
Youth Practice (Молодежная практика)
This track is specifically targeted at recent graduates of technical colleges and universities who completed their degree within the last five years and lack professional work experience in their field of study. Placements last up to 12 months. The monthly salary is set at no less than 30 MCI and is 100% fully funded by the state through the Labor Mobility Center.
The Youth Practice initiative provides graduates with their vital first career experience, while allowing companies to evaluate high-potential talent in real operational settings.
“Silver Age” Project (Проект «Серебряный возраст»)
Designed for registered job seekers aged 50 and above who have not yet reached statutory retirement age. The workplace can be subsidized for up to 36 months. The employer establishes the salary, with the state subsidy capped at 30 MCI per month across a sliding scale:
• Months 1 to 12: 70% funded by the state, 30% covered by the employer;
• Months 13 to 24: 65% funded by the state, 35% covered by the employer;
• Months 25 to 36: 60% funded by the state, 40% covered by the employer.
Crucially, upon completion of the 36-month subsidized period, the employer is legally obligated to transition pre-retirement participants into permanent full-time employment until statutory retirement, or retain other participants for at least one additional year on permanent staff.
The Silver Age initiative preserves deep technical expertise within the workforce and fosters intergenerational knowledge transfer across teams.
Five Steps to Register a Subsidized Workplace
- Log into Enbek.kz via your verified employer account (using enterprise EDS / ЭЦП) and submit a digital application requesting subsidized positions;
- Await the formal review by the regional Labor Mobility Center and negotiate quota conditions;
- Sign the digital bilateral subsidized employment agreement with the Labor Mobility Center;
- Review candidates referred by the local Career Center, interview applicants, and execute a formal employment contract in the Unified Employment System (Enbek.kz);
- Submit monthly electronic attendance sheets and payroll logs to trigger state subsidy disbursements directly to worker bank accounts.

• Verify that your legal entity has operated for more than 12 months with zero outstanding tax penalties or unpaid pension/social funds;

• Calculate the enterprise’s co-funding salary share and mandatory employer tax obligations;
• Ensure internal HR workflows can generate monthly digital payroll proofs on schedule;
• Account for post-program permanent hiring retention obligations (especially under the Silver Age program).
State subsidy ceilings are pegged directly to the official Monthly Calculation Index (MCI / МРП), meaning total tenge allocations adjust in lockstep with annual legislative revisions. Regional quotas and available spots should be re-confirmed directly with your city or district Career Center.
Key Regulatory Obligations and Limitations
Receiving state salary subsidies does not exempt employers from statutory Labor Code requirements: companies must execute compliant employment contracts, track actual working hours, process statutory benefit filings, and maintain safe working environments. Application approval is not automatic—discretion rests with regional Labor Mobility Centers based on local labor market priorities.
