Official program parameters effective September 2026.
Agricultural enterprises across Kazakhstan can secure substantial bank credit for seasonal working capital backed by guarantees from the Damu Entrepreneurship Development Fund. Under 2026 guidelines, commercial loans up to 1.5 billion KZT can receive state loan guarantees covering up to 85% of the principal debt balance.
The state guarantee is engineered to overcome agriculture’s defining credit hurdle: the chronic shortage of liquid collateral. Most commercial banks discount rural real estate and farm equipment by 50–70%, rendering direct borrowing impossible. Damu’s guarantee replaces physical collateral, unlocking bank liquidity for seasonal seeding, fuel, and processing.

Key Guarantee Parameters and Fee Structure
• Maximum Loan Facility: Up to 1.5 billion KZT for working capital replenishment;
• Guarantee Coverage: Up to 85% of total principal for young/emerging businesses; up to 50% for established agribusinesses with extensive operating histories;
• Guarantee Cost: Fully subsidized by local municipal akimats or state agricultural budgets (effectively zero cost to the agricultural borrower).

Eligible Agribusiness Categories
The program covers the entire value-added food chain: crop farming, livestock breeding, poultry operations, commercial aquaculture, dairy manufacturing, meat processing, flour milling, and fruit/vegetable cold-chain storage facilities.

Step-by-Step Application Roadmap
Agribusinesses submit an application to a participating second-tier commercial bank. Upon credit underwriting, the bank submits the collateral package to the Damu Fund, which reviews and issues guarantee agreements through digital electronic portals within 5 to 7 working days.
