BTS Digital: Who Is Behind Aitu and Why State Agencies Must Use It

BTS Digital: кто стоит за Aitu и почему госорганы обязаны им пользоваться

BTS Digital is one of Kazakhstan’s most influential yet enigmatic enterprise software ventures: the engineering team behind the national superapp Aitu, sovereign digital identity solutions, and GovTech service integrations. While millions of public sector employees have been mandated to adopt the app, questions surrounding its ownership architecture, industrial backers, and strategic evolution remain in sharp focus.

What BTS Digital Builds

Incorporated in January 2018, BTS Digital was engineered to construct Kazakhstan’s national superapp platform. Aitu combines instant messaging, media channels, government e-services, digital identification (Digital ID), and commercial B2B payment infrastructure under the sub-brand “Aitu Payment Solutions” geared toward small and medium enterprises. Shareholder Evolution: From ERG Industrial Roots to Kazakhtelecom

BTS Digital was incorporated on January 18, 2018, led by founding CEO Nurtay Abilgaliyev. At inception, its sole institutional shareholder was Eurasian Digital Ventures I Limited Partnership, backed by seven holding entities including BTS Digital Ventures Limited and core industrial subsidiaries of Eurasian Resources Group (ERG)—encompassing Aluminum of Kazakhstan, Eurasian Energy Corporation, Shubarkol Komir, SSGPO, Kazakhstan Electrolysis Plant, and Transnational Company Kazchrome.

In 2024, BTS Digital underwent a fundamental ownership restructuring: corporate shares were transferred to Phoenix Fund Limited Partnership, registered within the Astana International Financial Centre (AIFC) in June 2024. National telecom operator Kazakhtelecom acquired a pivotal 49.98% equity stake in Phoenix Fund, alongside continuing participation from ERG entities and Digital Opportunities I. The fund is managed by Yernur Rysmagambetov, former Chairman of the AIFC Authority.

Financial Scale, Tax Analytics, and State Procurement

Based on verified fiscal tax filings, BTS Digital experienced steep financial expansion. Corporate turnover estimated via corporate income tax contributions grew from ~12 million KZT in 2018 to 211.5 million KZT in 2019, 173.6 million KZT in 2020, and 266 million KZT in 2021.

By 2024–2025, corporate operations expanded substantially: corporate tax contributions totaled 798.4 million KZT in 2024 and 517.1 million KZT through 2025 filings. The company secured major public procurement contracts providing enterprise computer vision biometric facial recognition licenses and cloud digital signature solutions to national nuclear tech operator KAP Technology.

Aitu as the Mandatory Messenger for State Apparatus

In 2024, President Kassym-Jomart Tokayev issued a formal directive mandating that all internal communications across government ministries, state agencies, and quasi-sovereign corporations be migrated exclusively to Aitu by September 15, 2025. For insights into parallel nationwide GovTech digitization models, explore our analysis on Kazakhstan’s DEC40 initiative and smart regional governance architectures.

Despite mandatory deployment across hundreds of thousands of state employees, civilian market penetration among everyday consumers remains modest, highlighting the ongoing structural divide between mandatory GovTech adoption and consumer-driven application popularity.

Data Governance, Privacy, and Public Perception

Civic commentators and digital privacy advocates have frequently scrutinized BTS Digital’s proximity to sovereign security apparatuses, notably its biometric face-recognition licensing. In earlier iterations, Aitu’s user agreements drew criticism for default marketing consent clauses; BTS Digital subsequently modified agreements during the Ashyq national pandemic integration to restrict data processing strictly to verified user identity parameters.

Executive leadership has consistently characterized BTS Digital as a “social enterprise” rather than a commercial ad-driven network, asserting that its software engineering efforts are structured around national digital sovereignty and critical public infrastructure.
