To access social networking platforms, residents of Kazakhstan may eventually be required to verify their age using artificial intelligence. The government is evaluating age assurance techniques based on facial biometric estimation and behavioral telemetry — analyzing consumed content, follow graphs, and account activity patterns.
These potential mechanisms were outlined in Prime Minister Olzhas Bektenov’s official response to a parliamentary inquiry. The document addresses proposed registration restrictions for minors under 16 years of age.
The operational framework has not yet been approved. Draft legislative amendments are currently under review in the Kurultai, and specialized regulatory rules for age verification are slated for development following legislative enactment.
Proposed Methods for AI-Driven Age Determination
The government’s response highlights two distinct technical pathways. The first involves facial feature analysis from an image capture. The second centers on behavioral telemetry: evaluating what content a user consumes, which accounts they follow, community group memberships, and engagement frequency.
The government document notes that leading digital platforms already possess operational capabilities for these workflows. State agencies intend to examine existing social media tooling when drafting local regulations.
However, the official communication does not mandate that every user of Instagram or comparable platforms will be required to upload facial photographs. Neither the exclusive method of verification nor the mandatory trigger thresholds have been defined.
For end users, the distinction is significant: dedicated identity upload procedures and passive behavioral classification represent fundamentally different user experiences.
Potential Implications for Existing Minor Accounts
The ongoing debate extends beyond onboarding new users. The administration is also exploring regulatory provisions to temporarily restrict pre-existing accounts held by users confirmed to be under 16.
A transitional grace period is expected to accompany implementation. Neither the duration of this transition nor the technical architecture of account suspensions is specified in the published response.
The proposed guidelines will be reviewed in direct consultations with platform representative offices in Kazakhstan. Technical implementation parameters will also be refined alongside parliamentary working groups.
Regulatory Oversight and Data Privacy Safeguards
The regulatory rules are to be formulated jointly by the Ministry of Culture and Information and the Ministry of Artificial Intelligence and Digital Development.
Government statements maintain that proposed verification workflows must validate age eligibility without exposing or proliferating personal data. A finalized information processing schema has yet to be detailed.
Evaluating the future mechanism requires answers to practical operational questions: what data points platforms may request, how results will be audited, and what dispute mechanisms exist if age is misclassified. The current document does not address these questions.
The policy discussions do not signify mandatory facial scanning for all citizens of Kazakhstan. At this stage, the government has merely outlined exploratory verification technologies and defined procedural steps for drafting rules. Concrete mechanisms and enforcement schedules remain to be determined.
