5,453 Organizations Migrated to Unified HR System: What the Platform Does and What It Delivers for the State

Единая кадровая система государственной службы Казахстана: цифровизация и учет

In Kazakhstan, 5,453 organizations across the quasi-public sector have completed their migration to digital personnel management within the «Unified HR System» (IS «UHS» / E-Qyzmet). This milestone was announced on August 27 by the Engineering and Technical Center of the Administrative Department of the President of Kazakhstan, the platform’s primary state developer (ito.qr-pib.kz).

The sheer number alone does not reveal the underlying transformation. RAEM examines what the system represents, where it originated, which state entities it governs, and why the government is centralizing payroll and personnel telemetry across thousands of public institutions into a single database.

What Exactly Happened: Consolidating the Quasi-Public Sector

Traditionally, digital HR systems in Kazakhstan were fragmented. Core civil service ministries utilized the state «E-Qyzmet» portal, while thousands of state-owned enterprises (RSEs), municipal utilities (GKP), joint-stock companies with state participation, and sovereign holding subsidiaries managed hiring on paper ledgers or disparate local accounting programs (such as 1C).

Under the direct mandate of the Agency for Civil Service Affairs and the Presidential Administration, the Unified HR System expanded beyond ministerial civil servants to absorb the entire quasi-public periphery: regional water utilities, heating networks, public hospitals, schools, and state cultural centers. Today, 5,453 state-backed entities manage vacations, sick leaves, disciplinary records, and promotions through one unified cloud architecture.

Core Objectives: Ghost Workers, Payroll Bloat, and Anti-Corruption

The state’s drive to centralize personnel management across thousands of public institutions is anchored in three concrete fiscal and governance objectives:

  1. Eradicating «Ghost Employees» (Dead Souls): Regional anti-corruption audits historically uncovered hundreds of fictitious employees registered on payrolls in municipal utilities and schools, with their salaries collected by administrators. Consolidating all employee records against individual identification numbers (IIN) and integrating directly with state pension and tax databases instantly flags duplicate records and ghost identities.
  2. Automated Meritocracy and Blind Recruitment: Hiring into quasi-public enterprises historically suffered from nepotism and subjective interview panels. The unified platform automates introductory testing, candidate scoring, and competency verification, stripping personal identifying data from initial screening stages.
  3. Fiscal Optimization and Payroll Transparency: The system provides the Ministry of Finance and state auditors with real-time analytics on staffing levels, executive bonus ratios, and overtime expenditures across every state-owned entity, preventing rogue salary inflations.

The Future of GovTech Automation in Public Administration

The migration of 5,453 institutions represents a foundational milestone toward an automated, data-driven civil service. By centralizing millions of personnel records, Kazakhstan establishes the data foundation required to implement predictive AI analytics: forecasting civil service retirement attrition, optimizing regional administrative staffing ratios, and systematically cultivating talent pipelines for leadership appointments.
