IT Salaries in Kazakhstan Fall for First Time in Five Years: End of the Talent Compensation Race

Зарплаты в IT Казахстана впервые упали за пять лет. Зарплатная гонка закончилась

Software engineering compensation across Kazakhstan registered a historic contraction for the first time since 2020. Concurrently, comprehensive compensation surveys indicate enterprise employers are no longer willing to aggressively outbid competitors with unchecked salary premiums. Two authoritative datasets employing contrasting methodologies confirm an identical macro turning point.

Real Sector Income Contracts by 13.5% Year-on-Year

According to official statistics from the Bureau of National Statistics (BNS), during Q1 2026 the average monthly nominal wage within «Computer programming, consultancy, and related activities» dropped 3.4% compared to the identical quarter of 2025, according to calculations published by First Credit Bureau.

This represents the first nominal quarterly decline registered in the sector since Q4 2020.

Adjusted for consumer price inflation, the contraction is significantly steeper. Real purchasing power for tech sector employees declined by 13.5%—the sharpest annualized retreat recorded since late 2015. While the preceding quarter also registered mild real shrinkage (-2.2%), Q1 solidified the structural reversal.

To grasp the magnitude of this inflection: between 2021 and 2025, quarterly annualized wage growth across Kazakhstan’s IT ecosystem averaged 30.7% nominally and roughly 17% in real inflation-adjusted terms.

Absolute compensation remains elevated by domestic standards: in Q1 2026, average gross sector compensation hovered near 1.3 million tenge, compared to the nationwide cross-industry average of 461,500 tenge. However, the premium is compressing rapidly: a year prior, tech professionals out-earned the broader workforce by 3.1x; that multiple has now narrowed to 2.8x.

Five continuous years of 30% compounding wage expansion evaporated within a single operating quarter.

People Consulting Study: 61% of Tech Firms Froze Base Compensation

A parallel compensation audit conducted by People Consulting, evaluating 144 companies across Kazakhstan and Central Asia, clarifies the corporate mechanisms driving the statistical drop:

  • 61% of tech employers surveyed reported zero base salary indexation over the preceding 12 months;
  • Only 20% of firms implemented company-wide salary raises;
  • 19% restricted adjustments strictly to targeted individual performance reviews.

When compensation was increased, adjustments averaged 10–15%—barely matching headline inflation. Aggressive counter-offers designed to poach senior developers from competitors have effectively ceased.

Bifurcation: Rare AI Competencies Surge While Generic Roles Stagnate

The compensation freeze is highly asymmetric. Compensation for commoditized roles—manual QA, standard junior frontend/backend web developers, basic system administration—has stalled or decreased. Conversely, specialized capabilities in high demand command sustained premiums:

• Data Science, Machine Learning, and LLM fine-tuning architects;

• Enterprise Cloud Architects and Kubernetes Infrastructure Engineers;

• High-load Database Reliability Engineers and Cybersecurity Specialists.

Corporate Shift Toward Variable Performance Bonuses

Enterprise employers are aggressively restructuring payroll away from fixed guaranteed salaries toward performance-contingent KPIs and annual bonuses. In software development, variable bonuses now constitute up to 25% of annual compensation; in product management and commercial sales, incentive pay regularly reaches 35–50%.

For engineering staff, this introduces significant volatility: guaranteed base income is locked, while bonus payouts fluctuate based on corporate quarterly revenue.

International Remote Work Premium Collapses

The historic compensation gap between Kazakhstani developers working remotely for foreign firms versus domestic in-office staff has collapsed from 22% down to 12%. Simultaneously, regional disparities within Kazakhstan are leveling off around Almaty and Astana benchmarks, diminishing the financial incentive for domestic talent relocation.

Why Macro Averages Mask Senior Management Restructuring

Industry analysts emphasize that declining sectoral averages do not necessarily imply direct wage cuts for existing engineers. When corporations trim bloated middle-management and executive director layers while expanding junior and mid-level engineering ranks, arithmetic average payroll drops even if individual developer salaries remain untouched.

Furthermore, broader economic metrics illustrate high dispersion: nationwide average compensation across all industries reached 461,500 tenge against a median wage of 331,500 tenge—a 130,000 tenge gap illustrating how top-tier earnings pull arithmetic averages upward.

The Junior Dilemma: Tech Orda Pipelines Meet Stricter Hiring Criteria

While the state continues funding developer education initiatives such as Tech Orda, junior talent faces unprecedented hiring scrutiny. Entry-level positions that historically served as on-ramps are increasingly automated by AI coding assistants, raising the technical baseline required for a first commercial offer.

The era of speculative tech hiring has concluded: enterprise capital demands demonstrable productivity, defensible unit economics, and specialized technical mastery.
