Funding and deadlines
Tokayev announced the instructions in his address to the people of Kazakhstan on 28 October 2026. He described the proposed modernisation plan as unprecedented, according to Vlast’s report.
Inbusiness.kz also reports that about 6.5 trillion tenge from the National Fund will be allocated to infrastructure construction and modernisation by the end of 2029. The outlet also confirms his instruction to provide 1.5 trillion tenge to launch social projects in 2026 and the first two months of 2027.
Why Tokayev wants to use National Fund resources
Tokayev said the National Fund’s mission is to preserve and grow the country’s wealth for current and future generations. In his assessment, the fund has contributed to Kazakhstan’s financial stability over many years.
He argued that responsibility towards younger generations also requires action on pressing problems today. The legacy passed on to them, he said, should include a technologically advanced country, a competitive economy, modern infrastructure and high living standards.
What the instructions establish
The announcement sets a financing horizon through the end of 2029 and requires the government to prepare an infrastructure modernisation plan. The 1.5 trillion tenge instruction concerns the launch of social projects within the shorter period ending in February 2027.
