From 3 November 2026, applications for alcohol PIN codes in Kazakhstan will move to Qoldau.kz, with a processing time of two working days from receipt. Zakon.kz reports the effective date. Mybuh.kz’s report of 28 October 2026 separately confirms the portal and processing deadline, citing the finance minister’s order of 19 October 2026.

Who receives alcohol PIN codes
A PIN code is a personal identification number. The revised rules cover producers and importers of ethyl alcohol, bulk wine and alcoholic beverages produced in Kazakhstan or imported into the country. Brewery products are excluded.
Where to apply
From 3 November 2026, applications and service results will be processed through the digital system on Qoldau.kz, replacing applications through Government for Citizens, according to Zakon.kz.
Mybuh.kz explains that applicants will receive either an assigned PIN code or a reasoned refusal through the digital system.
When to apply and how long to wait
For ethyl alcohol and bulk wine, applications must be submitted at least three working days before production or imports begin. Mybuh.kz confirms this requirement and the review period of two working days from receipt.
The three-day requirement determines when to apply; the two-day period determines how long review takes. Both are measured in working days.
Why a code may be refused
Mybuh.kz lists two grounds for refusal:
- The applicant lacks the required tax registration for certain types of activity at the location of taxable objects or objects related to taxation.
- A PIN code has already been assigned for the relevant product.
Applicants may reapply after refusal. Before applying, check the relevant tax registration and whether a code has already been assigned.
What happens if the system fails
Zakon.kz reports that the service provider must contact technical support within 30 minutes of a system failure. This is a deadline for contacting support; the application review period is two working days from receipt.
