Upgrades to 22 housing and utility facilities have been completed in nine regions of Kazakhstan (kapital.kz). Construction and equipment procurement are underway on another 145 projects. The national project’s effectiveness will be measured by the length of networks upgraded and reductions in wear and breakdowns.
What happened
Figures from the Ministry of National Economy were presented at a project office meeting chaired by Deputy Prime Minister Kanat Bozumbayev. The facilities are being upgraded under the national project “Modernisation of the Energy and Utilities Sectors”.
Contracts have already been signed for 180 facilities for the next construction season. The government has also set deadlines for regions that have yet to sign contracts for this year’s projects.
How work is progressing in the regions
In Turkistan Region, contracts have been signed for 11 of the 13 proposed projects, with construction underway on five. In Aktobe Region, contracts have been signed for eight of 17 projects, and work is underway on four. In Zhambyl Region, construction has begun at five of 20 facilities.
Meanwhile, wear levels in Aktobe Region stand at 55% for heating networks and 76% for electricity networks. These figures reflect the condition of the region’s networks as utility infrastructure upgrades are underway.
What this means
Bozumbayev stressed that the national project’s effectiveness must be measured by tangible results. The criteria for infrastructure modernisation are the length of networks upgraded and reductions in wear and breakdowns. He instructed the Ministry of National Economy to monitor project progress daily.
“All these investments must be put to use on time and deliver tangible results,” Kanat Bozumbayev said.
What orders Kazakhstani manufacturers have received
The utility upgrades include purchases of domestically made products. Under the national project, 54 supply contracts worth more than 3.5 billion tenge have been signed.
The meeting also covered the digitalisation of utilities and the modernisation of treatment facilities.
What deadlines local authorities have been given
Three regions have been instructed to finish signing contracts for this year’s projects by 20 November. Local authorities have been given a separate deadline to prepare for the 2027 construction season: tender procedures must be completed by 1 December.
By the end of the year, local authorities must sign contracts and resolve funding issues. These instructions concern preparations for the next construction season.
