Candidate selection will evaluate financial viability alongside demonstrable social and environmental impact — including skilled job creation and expanded economic opportunities for women and youth.

According to Digital Business, the platform prioritizes commercial enterprises across Kyrgyzstan, Tajikistan, and Uzbekistan, while expecting candidate companies from Kazakhstan to operate at slightly more mature developmental stages. While the official AP Astana portal lists Kazakhstan within its operational geography, founders are advised to verify specific tier-stage prerequisites directly prior to formal submission.

Investment Instruments: Debt, Equity, and Hybrid SAFE Models

AP Astana offers flexible financing modalities, encompassing structured debt, direct equity participations, and mezzanine hybrid instruments. Debt facilities entail fixed repayment schedules under negotiated commercial interest rates, whereas equity placements grant the platform minority equity ownership.

Media reports indicate the program frequently evaluates Simple Agreements for Future Equity (SAFE), allowing early-stage investment to convert into equity upon subsequent financing rounds. Standardized public term sheets have not been published; transaction sizes, equity dilution percentages, and covenants will be tailored individually to each company’s balance sheet.

Additionally, prospective recipients are expected to maintain or establish a corporate entity within the jurisdiction of the Astana International Financial Centre (AIFC). Official documentation places the platform’s initial capitalization at approximately $20 million, with a mandate to mobilize an additional $50 million in co-investments from institutional and private partners by 2031.

Aggregated historical metrics indicate the organization has supported 716 commercial companies with $17.8 million in direct capital and facilitated $64.6 million in external leverage across various jurisdictions.

Application Process and Next Steps

The AP Astana web portal currently accepts preliminary Expressions of Interest (EOI) from eligible founders. Formal application cycles and detailed project evaluation timetables will be officially published following the initial intake phase.

Submitting an EOI allows founders to introduce their business pipeline to investment managers, though it does not constitute a binding funding commitment.
