South Korea Shifts Kazakhstan Focus Beyond Kia: Critical Minerals, Data Centers, and AI in the Spotlight

Kazakhstan is actively steering its bilateral economic partnership with South Korea beyond automotive assembly. The next phase of strategic cooperation focuses on joint processing of critical raw minerals, construction of advanced AI data centers, energy infrastructure modernization, and aerospace collaboration.

This upgraded economic agenda took center stage during the state visit of President Kassym-Jomart Tokayev to Seoul on September 14–16, alongside the inaugural Republic of Korea – Central Asia Summit.

Beyond Automotive Assembly to Deep Industrial Integration

For years, South Korean business in Kazakhstan was epitomized by automotive partnerships: the Kia complete-cycle manufacturing plant in Kostanay and Astana Motors’ Hyundai assembly facilities in Almaty. While both operations are thriving, Astana is eager to elevate the partnership into high-margin technological sectors.

Following high-level talks with Hyundai Motor Group leadership, QazaqGaz, Hyundai Engineering, and SICIM Kazakhstan signed landmark agreements for the construction of a state-of-the-art gas processing plant in Western Kazakhstan. Simultaneously, Astana Motors formalized agreements to launch local manufacturing of the new Hyundai Tucson, while Kia President Ho-sung Song announced intentions to collaboratively engineer a proprietary Kazakhstani national automotive brand.

Critical Minerals and Rare Earth Processing in Almaty

A central pillar of the new bilateral strategy is critical minerals. With South Korea’s battery and semiconductor giants seeking to diversify supply chains away from Chinese dominance, Kazakhstan offers substantial deposits of lithium, nickel, cobalt, tungsten, and rare earths.

Rather than merely exporting raw unrefined ore, Kazakhstan is partnering with the Korea Institute of Geoscience and Mineral Resources (KIGAM) to establish a joint R&D center for rare and rare-earth metals in Almaty. The facility will pioneer hydrometallurgical processing to refine industrial battery precursors domestically.

Space Infrastructure, Satellite AI, and Alatau City

The bilateral negotiations also extended into aerospace and smart urban infrastructure:

  • Aerospace & Satellite AI: South Korea’s CONTEC Space Group is negotiating strategic investments into Kazakhstan’s Ghalam space complex. The project explores joint satellite assembly, ground station networks, and AI-driven satellite imagery processing, positioning Kazakhstan as an aerospace manufacturing hub for Eurasia;
  • Smart Grid & Clean Energy for Alatau City: Discussions with KEPCO focus on power grid modernization and smart substations in Alatau City. Doosan Enerbility and the Global Green Growth Institute (GGGI) are planning a 500 MW gas power plant (two 250 MW blocks) engineered for seamless future conversion to hydrogen fuel;
  • Commercial Real Estate: Lotte Group unveiled plans for a $200M+ multifunctional complex in Alatau City, featuring a 180-room L7 business hotel, corporate offices, and retail zones;
  • Hanwha AI Cooperation: President Tokayev met with Hanwha Group Vice Chairman Kim Dong-kwan, proposing Kazakhstan as a regional launchpad for Hanwha’s digital infrastructure, AI applications, and defense tech.

A Structural Strategic Pivot

The agreements forged in Seoul reflect a fundamental transformation in Kazakhstan’s economic statecraft. The nation is no longer willing to serve solely as an end-market for imported consumer electronics or assembly kits. By leveraging its mineral wealth, renewable energy potential, and strategic geographic crossroads, Kazakhstan is demanding domestic technological value-add, research labs, and deep integration into global high-tech supply chains.
