AtyrauTechInvest and Sagyntay Bisultanov: Regional Software Engineering Giant Powering Oil and Banking

АтырауТехИнвест и Сагынтай Бисултанов: не поставщик техники для нефтяников, а разработчик из Атырау

«AtyrauTechInvest» holds sixth place in the national ranking of Kazakhstan’s largest IT taxpayers outside Astana Hub, having remitted 844 million KZT in taxes in 2024. Notably, it is the solitary firm among the entire top-ten roster to register a fiscal decline: a 29% contraction year-over-year (kursiv.media).

To outsiders observing the Caspian region from Almaty or Astana, the company’s name might evoke images of an industrial equipment vendor supplying drilling valves or heavy machinery to Caspian offshore fields. Public records, however, reveal a fundamentally different identity: AtyrauTechInvest is a software development house founded and operated from Atyrau by local technologist Sagyntay Bisultanov.

Core Business: Tengizchevroil’s Strategic IT Contractor

Public procurement registries and corporate filings demonstrate that AtyrauTechInvest’s flagship client is Tengizchevroil (TCO)—the operator of the massive Tengiz oil field in western Kazakhstan, owned by Chevron, ExxonMobil, KazMunayGas, and Lukoil.

Rather than providing physical hardware, AtyrauTechInvest builds and maintains mission-critical enterprise software systems for TCO: logistics tracking platforms, workforce credentialing databases, automated industrial safety audit software, and customized ERP integrations managing field operations. In specialized industry publications, Bisultanov is cited highlighting that over 90% of the firm’s engineering workforce consists of local Kazakhstani specialists educated in regional universities.

Tengizchevroil represents the single largest economic energy megaproject in Central Asia, projecting annual output of up to 40 million tons of crude oil (tengizchevroil.com). Serving as its multi-year core enterprise software contractor provides a fortress-like commercial footing that tech firms across Kazakhstan covet.

The Second Front: Mobile Banking and Fintech via ATI Projects

Beyond oilfield software, public digital records uncover a major engineering division unmentioned in general business rankings: ATI Projects.

Operating through a dedicated portal (atiprojects.kz), this development arm builds native iOS and Android mobile applications, distributed cloud backends, centralized corporate data warehouses, and automated operational workstations for tier-one corporate clients.

The client portfolio reveals significant banking and fintech engagements: mobile applications for retail bank clients, customized corporate web portals for legal entities within the BCC Business mobile suite on iOS and Android, wealth investment interfaces, automated customer relationship platforms, and end-to-end credit underwriting workflows.

BCC Business is the corporate banking ecosystem of Bank CenterCredit—the exact financial institution that launched its dedicated technology subsidiary BCC-HUB in early 2024, which went on to claim the #1 taxpayer position inside Astana Hub with 1.8 billion KZT in tax remittances.

In essence, an independent software development team from Atyrau was engineering flagship banking applications for a national financial institution while that client was simultaneously constructing its own internal technology holding.

Deconstructing the 29% Tax Contraction

In 2023, AtyrauTechInvest paid 1,192 million KZT in taxes; in 2024, that figure contracted to 844 million KZT (kursiv.media). Meanwhile, almost every other top-ten IT enterprise outside Astana Hub registered double- or triple-digit revenue growth.

While public tax databases do not specify internal corporate accounting decisions, Kursiv Research notes standard methodological caveats: shifting major milestone payments across tax calendar quarters, timing capital expenditure write-offs, or structural corporate reorganization can significantly alter single-year figures.

For an IT enterprise whose largest customer is an energy megaproject completing massive multi-billion-dollar expansion cycles (such as TCO’s Future Growth Project), revenue fluctuations tied to procurement phases represent a logical dynamic.

Information Missing from Public Records

Gross Annual Revenues: Private software enterprises in Kazakhstan are not required to publish comprehensive P&L balance sheets.

Corporate Ownership Structure: Exact shareholder registries and beneficial ownership allocations remain private under standard LLP disclosure rules.

Formal Legal Relationship Between AtyrauTechInvest and ATI Projects: While brand identity, leadership, and operational portfolios overlap directly, legal entity links between operational entities are not detailed in open registries.

Sagyntay Bisultanov’s Public Profile: A search across Kazakhstani business media yields zero extended interviews or feature profiles for Bisultanov—only state registry filings and brief corporate quotes regarding local content development with TCO.

Strategic Implications for Kazakhstan’s IT Sector

In Kazakhstan’s public narrative, the IT sector is treated as an Almaty-Astana duopoly. Tech podcasts, venture capital pitch sessions, incubator demo days, and ministerial press briefings overwhelmingly focus on the two main metropolitan centers.

AtyrauTechInvest shatters this geographic stereotype. A regional tech company operating without public PR campaigns or venture hype ranks among the country’s top ten tech taxpayers, services the CIS region’s largest petroleum development, and writes core mobile banking software for systemic financial institutions.

The forthcoming 2025/2026 IT tax rankings from Kursiv Research will demonstrate whether the 2024 tax dip was a momentary milestone adjustment—or the sign of broader realignment as corporate clients bring software engineering in-house.
