Call Closed: Tech Orda 2026: How to Secure up to 500,000 KZT for IT Courses Without Incurring School Debt

Tech Orda 2026: как получить до 500 тысяч тенге на IT-курс и не остаться должным школе

Applications for Tech Orda 2026 closed on September 7, 2026. Program limits, funding quotas, and contractual obligations confirmed; article preserved as reference archive. Updated September 18, 2026.

Applications for the fifth seasonal intake of the Tech Orda state IT voucher program closed on September 7. The state allocates direct subsidies covering tuition at accredited private coding bootcamps and tech academies. No mandatory state post-graduation employment term is required, and recipients do not repay the funding. That is how the initiative is framed in official ministerial press releases.

Within the fine print of the student contract signed between the candidate and the private IT school, however, the picture is substantially more complex. RAEM breaks down the legal clauses, academic drop-out liability risks, school ranking mechanics, and hidden financial traps that prospective applicants must understand.

What Is Tech Orda and How Does Funding Flow?

Administered by Astana Hub under the Ministry of AI and Digital Development, Tech Orda was launched to address Kazakhstan’s chronic shortage of senior software engineers, cloud architects, cybersecurity auditors, and data scientists. Rather than funding slow bureaucratic state universities, the government awards vouchers worth up to 500,000 KZT directly to accredited private tech schools for each enrolled student.

The curriculum must span between 6 and 24 months, covering rigorous disciplines: full-stack web engineering, Python backend development, mobile app engineering (iOS/Android), GameDev, DevSecOps, and artificial intelligence model fine-tuning.

The Hidden Catch: When a Free Voucher Turns into Student Debt

While the state absorbs the 500,000 KZT cost upon successful graduation, private schools protect their commercial margins through strict contractual completion clauses:

  1. Academic Expulsion Liability: Under standard Tech Orda agreements, if a student drops out voluntarily or is expelled due to low attendance (typically below 80%) or failed capstone exams, Astana Hub does not disburse the final tranche of funding to the school. Many private schools insert clauses obligating the expelled student to compensate the school out-of-pocket for completed study months.
  2. The 600,000+ KZT Surcharge: Certain elite coding academies price their premium intensive tracks at 700,000 to 1,000,000 KZT. While Tech Orda covers the maximum statutory cap of 500,000 KZT, schools require the student to personally co-finance the delta.
  3. Attendance Verification and Facial Biometrics: To combat ghost enrollments, Astana Hub mandates weekly biometric check-ins and LMS activity tracking. Missing automated verification thresholds can trigger automatic administrative withdrawal.

How to Evaluate an Accredited IT School

Over 80 private coding schools participate in Tech Orda. Applicants should filter academies using three objective benchmarks:

  • Verified Graduate Employment Rate: Astana Hub publishes annual school performance ratings. Academies whose verified graduate employment rate within six months of graduation falls below 50% risk losing state accreditation.
  • Instructor Industry Pedigree: Prioritize schools whose instructors are practicing Senior/Lead engineers at tier-1 corporations (Kaspi, Halyk, EPAM, inDrive) rather than recent bootcamp graduates themselves.
  • Capstone Portfolio Rigor: Ensure the curriculum requires building production-grade full-stack applications with public GitHub repositories, CI/CD pipelines, and cloud deployments rather than basic textbook clones.

Tech Orda remains Kazakhstan’s most impactful state-sponsored reskilling vehicle. However, treating it as casual hobby learning carries genuine financial risk. For motivated students ready to commit 20+ weekly hours to intensive coding, it provides a debt-free gateway into the nation’s tech economy.
