EuroChem and 26 other entrepreneurs in Zhambyl Region have had their technical specifications for utility connections reissued with a three-year validity period instead of one year. The utility had shortened the documents’ validity without justification, Kursiv reports (kursiv.media). According to the regional prosecutor’s office, businesses had to reapply every year. The process took up to 15 calendar days.
Why businesses had to renew their technical specifications every year
The municipal utility Zhanatas-Su-Zhylu issued technical specifications valid for one year instead of the required three. The Sarysu District prosecutor’s office uncovered the violation while reviewing the operations of natural monopolies.
Among the recipients was EuroChem, which is developing a mineral fertilizer production project. It had been receiving technical specifications with a shortened validity period since 2023.
Which connections the documents covered
EuroChem’s technical specifications covered connections to three utility systems:
- water supply;
- heating;
- wastewater disposal.
The violation also affected 26 entrepreneurs in addition to the investor. Their documents were also reissued after prosecutors intervened.
How long the renewal process took
Businesses spent up to 15 calendar days renewing their technical specifications. With the documents valid for only one year, entrepreneurs had to go through the process repeatedly.
The prosecutor’s office found that the shortened validity period was unjustified: in this case, the technical specifications should have been valid for three years.
How prosecutors secured the reissued documents
Following the prosecutors’ intervention, the investor and the entrepreneurs received technical specifications with the corrected validity period.
“Following the prosecutors’ intervention, the technical specifications for the investor and 26 entrepreneurs were reissued for a three-year term,” the prosecutor’s office said.
The official responsible for the violation faced disciplinary action.
What project EuroChem is developing in Zhambyl Region
The group mines and processes phosphate rock in the region. In May 2026, it launched a sulfuric acid plant with a design capacity of 800 thousand tonnes a year.
Total investment in the project exceeds $1 billion. The next phase is scheduled for 2027: the launch of a complex producing fertilizers and industrial chemicals.
