The figure looks worrying: hh.kz’s IT competition index was twelve in the second quarter of 2025 and 24.5 in the second quarter of 2026. But this is not the number of people applying for each vacancy. RAEM.KZ examines what the statistics actually show.
Job seeking in information technology has become more crowded on hh.kz. In its second-quarter 2026 report, the platform gives a competition index of 24.5 résumés per vacancy, well above the average of 15.9 across all professional fields.
A year earlier, the equivalent quarterly report listed an IT index of twelve. Comparing those figures underpins reports that competition doubled. But the published data contains a discrepancy discussed below.
24.5 résumés does not mean 24 people at one interview
The hh.kz index compares the number of résumés and vacancies within a professional field. It does not show how many candidates applied to a specific advertisement or how many meet an employer’s requirements.
“Information Technology” covers far more than programming. It includes developers, designers, technical support specialists, project managers, analysts and other employees. The overall index therefore cannot establish the chances of an individual junior developer, tester or experienced engineer.
hh.kz’s breakdown by IT specialty for 2025 shows how demand varies within the field. Developer and programmer vacancies fell 10.7% from 2024, for example, while business analyst vacancies rose 29.8%. These figures cover another period but illustrate why one number is insufficient for all of IT.
Fewer offers, more résumés
The second-quarter 2026 report says IT vacancies fell 13.2% year over year, while active résumés increased 15.3%. Both shifts intensify competition: more job seekers and fewer offers on the platform.
The median salary listed by employers in IT vacancies was 352,636 tenge. This is an advertised amount, not the actual income of all Kazakhstani IT specialists. It also combines different specialties and experience levels. The source is hh.kz’s quarterly report.
The reports contain a discrepancy
Checking the figures revealed an important detail. hh.kz’s reports give an IT index of twelve for Q2 2025 and 24.5 for Q2 2026, implying growth of roughly 104%. Yet the 2026 report itself lists growth of 29.6% for this category.
The publications do not explain the difference. It is therefore impossible to state that competition definitely doubled under an unchanged calculation method. The documented Q2 2026 figure is 24.5; the exact annual increase requires clarification from hh.kz.
The data also does not prove vacancies are disappearing because of artificial intelligence. It shows changes in advertisements and résumés on one platform, without establishing the cause.
For job seekers, the practical conclusion is to examine their own specialty, city, requirements and salaries in specific vacancies. The overall index signals pressure in the IT labor market. It does not predict who will get a job.
