Kazakhstan May Award KazSat-3R Satellite Contract to China: Project Valued at 87.2B Tenge

Kazakhstan’s new telecommunications satellite, KazSat-3R, may be supplied by China Great Wall Industry Corporation (CGWIC). The development was reported on October 15 by industry outlet ComNews, citing three tender participants. The spacecraft is slated to replace the operational KazSat-3, which was manufactured by a Russian prime contractor in collaboration with Europe’s Thales Alenia Space.

An official announcement naming the winning contractor has not yet been released. According to the report, selection results still require formal governmental approval, after which the Republican Space Communications Center will finalize the contract. At this juncture, characterizing the award to the Chinese state enterprise as finalized remains premature.

The preliminary project valuation was previously estimated at 87.2 billion tenge. The capital expenditure is required for the scheduled orbital replacement of the satellite, whose operational design lifespan concludes in 2029.

Five Global Aerospace Contractors Competed for the Award

Five international aerospace firms submitted formal bids across four jurisdictions: CGWIC and Shanghai Engineering Center for Microsatellites from China, Russia’s Glavkosmos, Turkish Aerospace Industries from Turkey, and Finland’s ReOrbit Oy. This shortlist was originally disclosed by the Republican Space Communications Center.

According to ComNews, two Chinese entities advanced to the final evaluation stage, with the selection committee prioritizing CGWIC. Glavkosmos, representing Reshetnev Information Satellite Systems—the manufacturer of the current KazSat-3—was eliminated during the preliminary qualification round. Specific regulatory justifications for this disqualification have not been publicly disclosed.

This bilateral procurement dynamic carries precedent. In 2011, Reshetnev and CGWIC fiercely competed for the original KazSat-3 contract. That tender was deemed void before Kazakhstan ultimately awarded the manufacturing mandate to Russia. Fifteen years later, the Chinese enterprise is positioned to secure the replacement program.

Financing Structure and Capital Allocation

The baseline investment estimate for KazSat-3R was initially outlined in 2025. The funding framework envisioned 40.3 billion tenge from the sovereign budget alongside 46.9 billion tenge allocated from the balance sheet of the Republican Space Communications Center.

These figures represent an institutional project budget rather than the negotiated contract value with CGWIC. Final commercial terms for the potential transaction remain confidential.

In July 2026, the Kazakh government disclosed an emergency reserve allocation of 10.4 billion tenge dedicated to launching the replacement space system, signed by Prime Minister Olzhas Bektenov. These funds serve as initial capitalization for the KazSat-3 succession program.

The vendor sourcing process commenced across a wide spectrum of international manufacturers. According to the Ministry of Digital Development, invitations were issued to more than 40 aerospace contractors globally. Fourteen entities, including two domestic firms, expressed formal interest, subsequently receiving tenders for qualification in December 2025.

Strategic Rationale Behind Replacing KazSat-3

The operational KazSat-3 was launched into geostationary orbit from the Baikonur Cosmodrome on April 28, 2014. The communications payload and bus were developed by Russia’s ISS-Reshetnev alongside Italy’s Thales Alenia Space.

The satellite’s certified operational mission envelope runs through late 2029. A replacement platform is critical to maintain continuous coverage for Kazakhstan’s sovereign KazSat communications network, supporting national broadband infrastructure expansion and telecommunications resilience.

The satellite architecture underpins an established commercial market. Government figures published in July 2026 indicate that 19 licensed telecom operators and over two million digital television subscribers rely on KazSat orbital capacity. The system delivers cellular backhaul, digital broadcasting, data relay, and rural broadband across the Republic.

For institutional operators and enterprise clients, deploying the successor satellite ensures seamless service continuity past KazSat-3’s decommissioning. Consequently, manufacturing milestones, launch scheduling, and orbital commissioning are vital parameters for national infrastructure.

Profile of China Great Wall Industry Corporation

Established in 1980, China Great Wall Industry Corporation operates as the commercial international arm of China Aerospace Science and Technology Corporation (CASC). The enterprise specializes in commercial space launch services, satellite turnkey manufacturing, and cross-border aerospace initiatives.

In overseas ventures, CGWIC’s scope typically encompasses turnkey satellite delivery and launch provision utilizing Chinese launch platforms and manufacturing infrastructure. The exact workshare distribution for KazSat-3R will emerge following formal contract publication.

Should the award be formalized, Kazakhstan will transition its primary space prime contractor for core orbital infrastructure. A comprehensive evaluation of this strategic pivot will be possible upon the public release of tender parameters—including pricing, delivery timelines, orbital payload specifications, and contractor warranties.
