Kazakhstan is considering a three-year moratorium on inspections of micro and small businesses from January 1, 2027. Aidarbek Khojanazarov discussed the initiative with entrepreneurs in Kyzylorda Region on November 5. The meeting also covered taxes and long-term business financing.
What happened
The meeting took place at the Atameken regional chamber of entrepreneurs. Participants included representatives of small and medium-sized businesses, industry, agriculture, trade and services.
Khojanazarov highlighted the president’s proposal to consider introducing a moratorium on inspections. The initiative for a small business moratorium envisages a possible start date of January 1, 2027, and a three-year duration.
Entrepreneurs and working group members discussed reducing the administrative burden, tax policy and Kazakh companies’ participation in public procurement. They also addressed businesses’ access to long-term financing.

What this means
For now, a moratorium is only being considered. Discussion of the initiative does not in itself mean that inspections have already been suspended or that a ban will necessarily take effect in January.
For entrepreneurs, the proposal concerns the conditions for doing business over the next three years. At the meeting, Khojanazarov linked support for businesses to clear rules, less administrative pressure and access to financing.
“Above all, entrepreneurs today need stable, clear rules for doing business,” Aidarbek Khojanazarov said.
Beyond inspections, participants discussed the need to expand investment lending to the real sector of the economy.
According to Khojanazarov, lawmakers’ task is to prepare the legislative framework for the president’s initiatives. He also stressed that decisions must take account of entrepreneurs’ needs in the regions.
