President Kassym-Jomart Tokayev’s official state visit to the Republic of Korea culminated in the signing of 82 bilateral documents with an aggregate commercial valuation of $19.19 billion. RAEM analyzed the commercial structure of the agreements to identify concrete manufacturing commitments and technology transfer milestones.
The Four Largest Economic Deals
More than 70% of the financial commitments are concentrated in four major industrial initiatives:
- Full-Cycle Kia Automotive Manufacturing Complex ($2.5B+): Expansion of the Kostanay automotive plant to include robotic stamping, welding, and painting lines with localized components.
- Alatau City Infrastructure Consortium ($4.2B): Direct participation of leading South Korean construction and smart-city engineering giants (including LH and Samsung C&T) in planning and building residential, commercial, and logistical zones in Alatau City.
- Semiconductor & Rare Earth Mineral Processing ($1.8B): Joint exploration and chemical extraction of lithium, nickel, cobalt, and rare earth deposits essential for Korea’s electric vehicle battery supply chain.
- Energy Grid Modernization ($1.5B): Korea Electric Power Corporation (KEPCO) agreements regarding combined-cycle gas turbine modernization in southern Kazakhstan.
Institutional Support for Alatau City
The vision for Alatau City — designed as an international financial and technological charter city along the Almaty–Konaev corridor operating under special legal and tax regimes — received significant backing from Korean urban planners. The agreements provide for smart traffic coordination, automated district cooling systems, and high-tech industrial parks modeled after Songdo.
Legal Employment Framework for Kazakhstani Citizens in Korea
Addressing a sensitive socio-economic topic, both governments advanced bilateral agreements under Korea’s Employment Permit System (EPS). Establishing legal channels for temporary skilled labor migration will protect Kazakhstani workers with formal health insurance, legal residency rights, and labor law safeguards while curtailing illegal migration networks.
From Memorandums to Industrial Execution
While bilateral memorandums of understanding often take years to materialize into physical assets, the establishment of a joint intergovernmental monitoring committee ensures quarterly tracking of investment milestones, anchoring Kazakhstan as South Korea’s premier strategic partner in Central Asia.
