Aim High Technology and Temirlan Toguzbaev: Kazakhstan’s #2 IT Taxpayer Completely Unknown to the Market

Иллюстрация к теме: Aim High Technology және Темірлан Тоғызбаев: салық бойынша Қазақстандағы екінші IT-компания, біра...

Aim High Technology was registered in November 2023. By the conclusion of 2024, the enterprise contributed 5.1 billion tenge in national taxes, securing second place among all IT companies in Kazakhstan operating outside the Astana Hub tax exemption regime. Its verified staff exceeds 500 professionals. Yet the enterprise maintains zero publicly known consumer software products, zero disclosed enterprise clients, and zero published interviews from its founder in his capacity as company CEO.

RAEM investigated what public registries and financial disclosures reveal regarding this enigmatic industry giant.

Second Largest IT Taxpayer Nationwide in Inaugural Operating Year

LLP «Aim High Technology» was incorporated on November 7, 2023 (BIN 231140006854). The year 2024 represented its inaugural full twelve-month operational cycle.

In the annual industry ranking compiled by Kursiv Research, evaluating technology enterprises by gross fiscal contributions, Aim High Technology debuted directly in the second position among non-Astana Hub software entities, posting 5,139 million tenge in tax disbursements for 2024.

For context: the perennial ranking leader, Business & Technology Services (the captive IT subsidiary of industrial conglomerate ERG), paid 5,773 million tenge—putting Aim High Technology within 11% of the top position. Concurrently, the gap to third place was three-fold: third-ranked 7Generation paid 1,642 million tenge.

An enterprise without established operating history surpassed virtually every veteran software firm that spent decades developing market presence.

500+ Specialists and Modest Office Footprint

Company headcount disclosures on professional registries cite over 500 full-time specialists. Its official registered address is in Almaty, Auezov district, Zhandosov Street, 58.

Unlike competitors maintaining prominent downtown glass towers and active employer branding, Aim High Technology operates with minimal physical ostentation, focusing resources on engineering execution.

Who Is Founder Temirlan Toguzbaev?

The founder and legal director of Aim High Technology maintains a virtually non-existent digital footprint in connection with the company.

Public professional records document Temirlan Toguzbaev speaking at the Make IT Global product marketing summit in Almaty in December 2023, presenting on international geographic expansion within micro-mobility services. In official event literature, he was introduced as Regional Head of Yandex Scooters across the CIS and co-founder of animation studios Teren and Uali Animation Lab.

Uali Animation Lab, established in Almaty in 2019, specializes in commercial 2D/3D animation and motion design, directed by Temirlan Uali. Curiously, that marketing conference occurred in December 2023—one month post-incorporation of Aim High Technology—yet Toguzbaev was referenced exclusively under his prior executive roles.

Information Gaps in Open Corporate Sources

Analyzing Aim High Technology reveals striking data voids:

• Gross Revenue: Private Kazakhstani technology companies are not mandated to publish full IFRS financial audits. Revenue volume remains unconfirmed externally, leading researchers to rely on tax proxies;

• Talent Origin: Scaling an in-house engineering team to 500+ senior developers from scratch within twelve months is nearly unprecedented in Central Asia without an institutional parent company (e.g., Netcracker Technology, BCC-HUB, QazCode). Aim High Technology discloses no institutional parent;

• Customer Portfolio: Neither the corporate website nor Astana Hub directories itemize a single commercial client or deployed software system;

• Corporate Lineage: Open registries contain zero formal linkages connecting Aim High Technology to Toguzbaev’s previous corporate affiliations.

Industry Implications: A Multi-Billion Sector Outgrowing Its Records

Kazakhstan’s IT service exports exceeded $1.1 billion in 2025, with $634 million generated by Astana Hub residents. The domestic technology sector is expanding faster than public reporting mechanisms can document.

Aim High Technology exemplifies this corporate disconnect: a major institutional entity contributing billions to national coffers, yet operating entirely outside public visibility. Upcoming rankings will reveal whether this scale is sustained into subsequent fiscal years.
