Kazakhstan plans to produce around 99 million tonnes of oil in 2027 and export 79 million tonnes. Energy Minister Yerlan Akkenzhenov outlined these targets while explaining how attacks on oil infrastructure and an upcoming shutdown at Tengiz would affect production (vlast.kz).

What happened

According to Akkenzhenov, the initial production target for 2026 was 101 million tonnes. The minister believes Kazakhstan could have reached that figure had it not been for drone attacks on the CPC.

“We had actually planned 101 million this year,” Akkenzhenov said. He identified the possibility of further attacks as a risk to future production plans.

Tengiz did not shut down in 2026, the minister said. A shutdown is expected next year, although some work has already been carried out during interim maintenance.

What this means

The production target for 2027 is roughly 2 million tonnes below the initial target for 2026. This compares two planned figures: the minister did not give an actual production total for the current year in the remarks quoted.

Expected exports of 79 million tonnes represent around 80% of planned production. Akkenzhenov presented both figures as plans for next year.

Kazakhstan will continue to be guided by its national interests while complying with the OPEC+ agreement, the minister said. In his view, the world needs additional oil supplies at current prices.

Akkenzhenov also reported that shipments through the Strait of Hormuz had resumed. However, he said this was not enough to replenish reserves previously drawn down by the US and European countries.

Meanwhile, the minister said plans for maintenance shutdowns at major fields had yet to be finalised.
